No delegation shall be granted permission to address the Board unless it shall have written application to the Secretary before 12:00 o'clock noon on the Friday before the Board Meeting.

A delegation will not be given permission to address the Board on a subject which is not within the jurisdiction of the Board.

Delegations appearing before the Board shall identify a spokesman for the presentation and shall speak for not more than ten minutes.

In public session the School Board will not hear personal complaints of school personnel nor against any person connected with the school system. Other channels provide for Board consideration and disposition of legitimate complaints involving individuals.

The Board shall receive a written copy of the presentation, shall hear the spokesperson, ask questions if necessary for clarification and excuse the delegation without debate. The Board's conclusion and/or reply shall be forwarded to the spokesperson in writing.

Educational Research and Surveys

From time-to-time individuals or organizations request permission from principals or teachers to carry on a research study or conduct a survey in the schools. Such studies or surveys may involve students, staff or parents.

All proposed research projects and surveys must be authorized by the Superintendent of Schools. (A request by a student shall be accompanied by the approval of the student’s teacher and principal.)

The Superintendent of Schools will evaluate each request on the basis of:

    • The clarity with which the objectives of the research are stated
    • An indication that the design will produce valid and reliable results
    • The extent to which the research will contribute to the improvement of education to and/or the general welfare of students and/or employees of the Whiteshell School District and
    • The amount of time and effort required of students and employees as compared to the value of the information likely to be generated
